Lisboa, 17 jan (Lusa) -- O Fórum da Juventude da CPLP está reunido em Lisboa para discutir um documento que estabelece, para os jovens dos países lusófonos, um conjunto de direitos em áreas como a mobilidade, saúde, empreendedorismo, emprego ou direitos humanos.

Contudo, diversos "constrangimentos legais" nos países que compõem o bloco lusófono dificultam que a denominada 'Carta da Juventude' venha a ser dotada de força jurídica, tal como era ambicionado pelo Fórum da Juventude, disse à agência Lusa o diretor de Cooperação da Comunidade dos Países de Língua Portuguesa (CPLP).

Manuel Lapão explicou que, devido aos "diferentes processos de ratificação" existentes nos países lusófonos, a CPLP avançou com a "sugestão de que esse documento deveria ser aprovado de forma não vinculativa".

"Sugerimos que a Carta da Juventude fosse aprovada à medida das necessidades e de aquilo que as legislações nacionais de cada estado-membro permitem", precisou Lapão, acrescentando que isso permitiria que esse documento "fosse já reconhecido como acordo intra-CPLP e depois caminhasse na sua implementação".

Ivo Santos, presidente do Conselho Português da Juventude (CNJ) e atual secretário-geral Fórum da Juventude da CPLP, reconhece os constrangimentos legais que existem, mas garantiu que a assembleia-geral Fórum, reunida até sexta-feira em Lisboa, vai continuar a bater-se para que essa carta seja "dotada de alguma força jurídica".

A título de exemplo, este responsável apontou para os entraves que existem no que diz respeito à livre circulação dos jovens no espaço lusófono, um passo que os jovens dos países da CPLP consideram "fundamental para aprofundar a comunidade lusófona".

As regras próprias de entrada e saída de pessoas no espaço Schengen (que permitem a livre circulação de pessoas dentro dos países europeus signatários do tratado) "limitam a capacidade que Portugal tem de dotar a Carta com força jurídica", explicou.

Ivo Santos garantiu ainda que o Fórum da Juventude da CPLP vai continuar a apresentar aos responsáveis políticos do bloco alterações no sentido de tornar a 'Carta da Juventude' num documento que no futuro garanta aos jovens lusófonos direitos em áreas tão essenciais como mobilidade, saúde, empreendedorismo, emprego ou direitos humanos.

O homem, cuja identidade não foi divulgada, não precisou de mais do que um simples detetor de metais portátil para encontrar a pepita de ouro, que se encontrava enterrada 60 centímetros debaixo de terra nas imediações de Ballarat, cidade do sudoeste do estado de Vitória (Australia).

A descoberta feita pelo prospetor amador deixou os peritos em ouro locais de boca aberta, noticia a BBC.

Díli, 17 jan (Lusa) - O primeiro-ministro de Timor-Leste, Xanana Gusmão, lançou hoje oficialmente a nova operadora de telecomunicações móveis do país, a Telkomcel, subsidiária da empresa Telkom Indonésia.

O lançamento oficial da empresa, que começa as operações comerciais em fevereiro, contou também com a presença do ministro de Estado para o Investimento Privado indonésio, Pak Dahlan Iskan.

Para o primeiro-ministro timorense, a entrada de uma nova operadora no mercado do país é uma vantagem para a descentralização da administração de Estado e para o setor económico.

"No processo de desenvolvimento do país, a vantagem será muito maior para as questões relacionadas com os negócios e em áreas onde as telecomunicações vão ter um papel muito importante, nomeadamente na saúde e educação", afirmou Xanana Gusmão.

O primeiro-ministro falava aos jornalistas no final de uma cerimónia que durou cerca de duas horas, durante a qual telefonou para Jacarta, e que culminou com um espetáculo de fogo-de-artifício.

Para o ministro dos Transportes e Comunicações de Timor-Leste, Pedro Lay, as telecomunicações são necessárias para o progresso do país e por isso o "governo apoia o desenvolvimento daquele setor".

A Telkomcel será a segunda empresa de telecomunicações móveis a operar no país, tendo apresentado uma proposta em junho na sequência da reforma daquele setor em Timor-Leste.

O processo de reforma do setor de telecomunicações em Timor-Leste começou em março de 2012 com a adoção do novo decreto-lei para regular o setor e com a assinatura de um acordo entre o Governo timorense e a Timor Telecom, que pôs fim à concessão exclusiva por parte desta operadora, detida maioritariamente pela Portugal Telecom.

A Telkomcel é subsidiária da Telkom Indonésia, a maior empresa de telecomunicações da Indonésia, com cerca de 125 milhões de clientes.

Timor-Leste tem pouco mais de um milhão de habitantes e a Timor Telecom tem mais de 600 mil clientes da rede móvel.

Díli, 17 jan (Lusa) - O ministro dos Negócios Estrangeiros das Ilhas Fiji, Ratu Inoke Kubuabola, iniciou hoje uma visita oficial a Timor-Leste para definir áreas de cooperação entre os dois países.

No final de um encontro com o seu homólogo timorense, José Luís Guterres, Ratu Inoke Kubuabola explicou aos jornalistas que falou sobre a cooperação entre os dois países e a situação política na Fiji, onde governa um executivo interino desde o golpe de Estado de 2006.

"No encontro desta manhã tive ocasião de informar o ministro dos Negócios Estrangeiros sobre o processo político que está a decorrer nas Fiji. As eleições (legislativas) vão decorrer em setembro de 2014", afirmou o chefe da diplomacia das Fiji.

Ratu Inoke Kubuabola explicou também à imprensa que a nova Constituição do país deve ser promulgada durante o próximo mês de março.

"Um esboço da Constituição já está feito e em fevereiro deverá ser apresentado ao Presidente, prevendo-se que a promulgação ocorra em março", disse.

O ministro dos Negócios Estrangeiros de Timor-Leste destacou, que desde 2002, que o Estado timorense estabeleceu relações diplomáticas com as Ilhas Fiji, que contribuíram também para a missão de manutenção da paz da ONU no país.

"Vamos aprofundar as relações de cooperação com as Fiji, nomeadamente nas áreas da saúde, turismo, educação e agricultura", disse, salientando que um acordo de cooperação será assinado ainda este ano quando se deslocar aquele país do Pacífico.

A visita de Ratu Inoke Kubuabola termina sábado e inclui encontros com as autoridades timorenses.

Feliciano Barreiras Duarte encontrou-se hoje em Lisboa com o secretário executivo da Comunidade dos Países de Língua Portuguesa (CPLP), Isaac Muragy, com quem abordou, entre vários assuntos, a questão da comunicação social no espaço da lusofonia e em particular, o futuro da RTP.

"Falámos sobre algumas preocupações que existem no futuro da RTP Internacional, RTP África - que são projetos âncora para a CPLP - e ficámos de voltar a falar, porque eu estou a preparar em nome do Governo um pacote político e legislativo para esta área da comunicação social", disse Feliciano Barreiras Duarte à Agência Lusa, referindo que os cerca de 20 diplomas vão ser anunciados nas próximas semanas.

ETLJB 17/01/2013 East Timor's peak judicial system monitoring civil society organisation, the Judicial System Monitoring Program, has received new financial support from Norway and the United Nations Democracy Fund totalling US$817,587 in grants to continue its work.

In separate press releases on 15 January 2013, JSMP disclosed that it had received financial support through the Norwegian Embassy in Jakarta for the next three years (2012 - 2015) totalling US$542,587.00 and a further US$275,000 from the United Nations Democracy Fund (UNDEF).

Tne Norwegian government's grant will be used to support programs from the Women’s Justice Unit (WJU) to continue to facilitate women’s access to the formal justice system.


 “This financial support shows the ongoing commitment from the Norwegian Government to strengthen the Timor-Leste justice sector, especially in regards to promoting women’s rights and women’s access to the formal justice system” said Luis de Oliveira Sampaio, the Executive Director of JSMP.



This funding will finance court monitoring, the dissemination of legal information and training to village authorities and women’s communities in remote areas, as well as high school students, regarding gender issues relating to the Law Against Domestic Violence, the Penal Code and the Criminal Procedure Code.



Previously, from early 2009 to November 2012, the Norwegian Government provided financial support totaling US $ 560,266.00 for a program promoting women’s access to the formal justice sector.   



The funds from UNDEP will support JSMP's programs in the area of promoting the public's access to the formal justice system.



This program will be achieved by improving public understanding of and confidence in the formal justice system. This fund gurantees JSMP's program in the future, particularly over the next two years.



"JSMP is grateful to receive this support because it will continue to strengthen JSMP's work of overseeing the functioning of the justice system and democracy in Timor-Leste," said Luis de Oliveira Sampaio, Executive Director  JSMP.



This fund will support JSMP's Legal Research Unit and Parliament Watch Program to monitor the courts and the National Parliament.



In addition, it will support legal education in rural communities in 6 Districts - Ainaro, Baucau, Ermera, Liquica, Manufahi and Oe-Cusse. JSMP believes that UNDEF's support will help JSMP to continue its work of promoting  justice for all.

Prime Minister Julia Gillard flew into Coonabarabran on Thursday to witness first-hand the devastating effects of the bushfire that claimed at least 49 homes.

At a press conference, the Prime Minister announced financial support for those who had lost homes or been evacuated.

Ms Gillard drove through the Timor Road in Warrumbungle National Park, the epicentre of the inferno, which opened on Wednesday for the first time since the fire for residents to see the extent of their losses.

The Prime Minister surveyed the charred countryside and blackened forests described by the Rural Fire Service as a "moonscape".

She saw the ruins of the home in which Bob and Jeanette Fenwick had raised four children. The Fenwicks also lost 33 cows and 250 sheep in the blaze.

Their property is in the valley below the Australian Astronomical Observatory where accommodation was destroyed, the site of which the Prime Minister also visited on Thursday.

Mr Fenwick told Ms Gillard that when he arrived at the property there was nothing to be done to stop the flames.

"We couldn't do anything here. It was over. It was so fast," he said.

"Unbelievable really, isn't it,'' the Prime Minister replied, touching his arm.

"I was up at the [Siding Springs] Observatory talking to people up there about how they looked out to see a narrow plume of smoke and then it's just - whoosh and they are leaving as quickly as they can with flames at the height of the observatory tower. It was an amazing firestorm."

She said it was clear that sometimes residents just needed to get out and look after themselves.

Ms Gillard added: "I have been looking at some of the houses as we have been coming up including ones that obviously had a huge firestorm behind them but because of the wind they have survived. There is just a randomness to it. It is hard to explain. You need to know a lot more about fire than I do to explain it."

Asked what they needed, Jeanette said, "Rain. Gentle rain."

Rural Fire Service Commissioner Shane Fitzsimmons has warned of tough times on Friday across the state with deteriorating weather.

The Prime Minister said: "The overwhelming impression I am left with is the destructive power of this fire. There are parts of the landscape that look like a moonscape."

She added: "The fire has rightly been described as the perfect storm of fires."

Ms Gillard announced a Government Disaster Recovery fund that will pay $1000 to adults and $400 to children who have lost homes or been evacuated as well as to those with immediate needs.

Mr Fitzsimmons said there were 84 fires still burning in NSW, with 14 uncontained.

In Coonabarabran, temperatures on Friday will be in the high 30s with north-west winds of 30km/h.

Total fire bans across southern areas are expected from the Hunter to greater Sydney and down to the Riverina, with temperatures as high as the mid-40s and NW winds up to 70 km/h and up to 80km/h on the Ranges.

"So, some tough times ahead for firefighters and communities in these areas," Mr Fitzsimmons said.

CLIMATE change is ramping up fire risk around the world. In Australia, home to some of the most fire-prone regions on Earth, the bush fires raging now could be a taster of what's to come.

Parts of the world where the fire risk is rising can learn from Australia's experience, says John Handmer, director of the Centre for Risk and Community at RMIT University in Melbourne. A good place to start would be "uninhabitable zones" - places where the fire risk is so high no homes should be built.

Such zones became a reality after "black Saturday" in 2009, when fires killed 173 people and destroyed over 2000 homes in the state of Victoria alone. A royal commission recommended a "retreat and resettlement" strategy for areas of "unacceptable fire risk". Under a voluntary buy-back scheme, the state bought more than 100 properties destroyed in the fires, and new buildings in high-risk areas now require a special permit.

Handmer says Australia should be mapped based on fire risk, and the government should buy up the spots that are too dangerous for houses. North-facing ridges or gullies, where we know fires tend to funnel, should be considered out of bounds for housing development.

Many of these areas have been developed in the absence of such policies, he warns. "They're setting us up for the catastrophes of the future."

There is little doubt that climate change is already making fires more likely in Australia, says Andy Pitman of the University of New South Wales in Sydney. Australians were warned that they faced the highest ever risk this year. A couple of wet years led to extra growth in forests and grasslands, then a record heatwave dried everything out, turning it into a tinderbox.

The heatwave smashed records and Australia's Bureau of Meteorology has called it "consistent" with climate change. The average temperature across the country reached 40.33 °C last week, beating a 1976 record of 40.17 °C. In 1973 the average maximum temperature sat above 39 °C for four days. Last week, it stayed that way for seven days. "We are absolutely annihilating records," says Pitman.

Such records are made more likely by rising greenhouse gas emissions (see graph). Additional factors that help fuel fires will also worsen as the climate continues to warm, says Pitman. Elevated carbon dioxide in the atmosphere will fertilise plants during moist periods, creating more fuel. Increased variability means wetter wet periods will boost plant growth, and be followed by drier dry spells - a perfect storm of conditions for fires to break out. So fires are more likely, and likely to be bigger, says Pitman.

Predictions are sobering. A 2011 study of the south-east of the country used climate models to predict changes in the number of days with "very high" or "extreme" fire risk. It forecast an increase of 70 per cent by 2050. That would leave less time for safe controlled burning - a method used to reduce the amount of fuel available for bush fires - potentially making fires more severe.

Another study, led by Pitman, found the national fire risk in January would increase by 25 per cent by 2050. By the end of the century it could double in some areas, including the New South Wales and Queenland coastlines, (Climatic Change, doi.org/b46h7m). These studies don't include detailed models of how vegetation will change and affect fires, but they are the best we have at such small scales, notes Ross Bradstock, director of the Centre for Environmental Risk Management of Bushfires at the University of Wollongong in New South Wales. "It's getting a bit scary to be perfectly honest," says Pitman.

Fatal floods have paralyzed the Indonesian capital, Jakarta, with much of the city underwater. Authorities are trying to evacuate tens of thousands of people whose homes have been submerged.

Torrential monsoon rains put up large swathes of the capital underwater, with the downpour expected to worsen.

Officials were looking to move almost 100,000 people to emergency accommodation after their homes were inundated.

"Our map shows that about 50 percent of Jakarta is under water, ranging from 25 centimeters to 4 meters," said Johan Freddy, an official at the National Disaster Management Agency.

While many of those whose homes were flooded insisted upon staying, fearing their possessions would be stolen, Freddy said that more than 10,000 people had been moved to temporary shelters. At least two people have been reported dead in the flooding.

More than 100 millimeters (12 inches) of rain was estimated to have fallen overnight in Jakarta. Traffic on the city's highways - overcrowded at the best of times - was at a standstill, with many businesses and government offices closed.

Experts warned the weather situation could deteriorate.

"For the next two or three days it is estimated that there may be increasing activity of the Asian Monsoon which could increase weather activity in southern Sumatra and Java," said Soepriyo, an official at the Meteorological, Climatological and Geophysical Agency, who like many Indonesians uses only one name.

The city, 40 percent of which lies below sea level, is prone to flooding during the monsoon season.

Díli, 17 jan (Lusa) - O ministro dos Negócios Estrangeiros de Timor-leste, José Luís Guterres, disse hoje que a adesão à Associação das Nações do Sudeste Asiático é um "processo que leva tempo" e que exige "preparação" por parte dos timorenses.

"O que devo dizer é que isto é um processo que leva tempo. Um processo que também exige de nós preparação. Estamos a fazer o melhor para desenvolver o país", afirmou à agência Lusa José Luís Guterres.

O chefe da diplomacia timorense reuniu-se na terça-feira com o novo secretário-geral da Associação das Nações do Sudeste Asiático (ASEAN), Le Luong Minh.

Durante o encontro, o secretário-geral da ASEAN explicou que a adesão de Timor-Leste à organização assenta em três pilares, nomeadamente segurança, economia e sociedade.

"O secretário-geral da ASEAN mostrou-me também o relatório que ele apresentou sobre os estudos para analisar a adesão de Timor-Leste, que estão muito avançados", disse, acrescentando que vão ser enviados peritos ao país para estudar eventuais dificuldades que as autoridades timorenses possam ter no futuro.

A candidatura de adesão de Timor-Leste à ASEAN foi admitida em novembro durante uma conferência de chefes de Estado e de Governo daquela organização, realizada em Bali.

O Presidente da Indonésia, Susilo Bambang Yudhoyono, defendeu que Timor-Leste deveria entrar como membro de pleno direito na cimeira de 2013, mas Singapura tem defendido o ano de 2015.

No final de 2012, em declarações à agência Lusa, o novo chefe da diplomacia timorense, José Luís Guterres, disse que Timor-Leste se está a preparar para integrar a organização em 2015.

A ASEAN, criada a 08 de agosto de 1967, tem como principais objetivos fomentar o crescimento económico e a estabilidade na região do sudeste asiático.

São Estados-membros da ASEAN Singapura, Indonésia, Tailândia, Filipinas, Malásia, Brunei, Vietname, Birmânia, Laos e Camboja.
